POD Festivals LTD.

1. Introduction

This induction document is for your safety, the safety of your co-workers and the safety of others that could be affected by your actions.

Do not put yourself or others in danger.

2. Site Health & Safety Rules

To ensure that the highest standards of health & safety practice are maintained, the following site rules will apply. All workers should be aware that infringement of the Site Health & Safety rules may lead to them being asked to leave the site.

  • No access to site without permission of Pod Festivals LTD.

  • Personal Protective Equipment (PPE) such as hard hats, hi-vis vests, ear protection, safety footwear, gloves, and suitable clothes for the working environment, etc. to be worn when required. All contractors must supply their workers with any necessary Personal Protective Equipment.

  • Individuals are not to use lifting equipment of any description unless they have undergone the relevant training. In the case of mobile lifting equipment all persons wishing to use such equipment must provide a valid certificate of training. i.e. Produce driver’s ticket.

  • All persons using plant machinery must send copies of their driver’s tickets prior to the festival to trisha@pod.ie (Site Office)

  • All lifting equipment to be accompanied by current certificate of inspection or be subject to a provable audit trial.

  • All contractors must read and sign their site-specific RAMS and provide a copy to POD upon arrival on site.

  • All personnel must report to the POD office upon arrival to receive site-specific instructions from the Site Safety Advisor and sign the POD Safety Statement before entering the site.

  • Contractor supervisors must ensure that a weekly task briefing is completed, signed by all personnel involved, and submitted to the POD Safety Advisor.

  • Individuals are not to carry out duties or use equipment for which they have not been deemed competent to use and have received the relevant information, instruction, and training to carry out such duties.

  • All tools and equipment to be kept in good working order and only to be used for the purpose for which they were intended, any defects in tools or equipment should be reported to your supervisor immediately.

  • All equipment and tools not in use must be safely and securely stored so that they may only be accessed by authorised persons and do not pose any danger to other workers or members of the public.

  • All walkways, access points and emergency exits are to be always free from obstruction.

  • Individuals must be familiar with procedures to be followed in the event of an emergency or major incident. Please speak to your supervisor about these procedures on site.

  • All incidents resulting in injury and any near misses or conditions that may be detrimental to the safety, health, and welfare of any person to be reported to your supervisor as soon as reasonably practicable.

  • Deliveries and collections to the venue must follow a safe system of work and use correct access roads.

  • No reversing without a banksman.

  • Individuals who may be working at height must make full and proper use of any control measure as identified by an appropriate risk assessment such as a harness, fall arrester, etc.

  • Exclusion zones to be established around areas where work at height is being carried out, or where overhead loads are being slung.

  • Individuals found, or suspected to be, under the influence of alcohol or illegal drugs will be asked to leave the site.

  • No smoking around flammable material. Smoking is only permitted in designated areas identified by the venue management.

  • Each Contractor is responsible for the supervision of their employees.

  • See Government Guidelines in relation to COVID 19.

4. Emergency Exits.

  • During the build phase of the show, the site entrance will serve as the emergency exit.

  • During the show, emergency exits will be clearly indicated with running man signage.

5. Assembly Points.

  • During the build phase of the show, in case of an emergency the assembly point is just outside the entrance to the carpark, by the bike racks.

  • During the show times, the assembly point is located at the medical tent in the carpark.

6. Location of fire extinguishers.

  • During the construction phase, there will be a fire point at the site office.

  • Fire points will be located on all stages and next to all generators on Site. A full list of fire points will be available in event control during the event.

  • Only use fire extinguishers where you are trained to do so, feel you are competent to do so, and it will not compromise your safety or the safety of others

  • Remember NEVER to use water or foam extinguishers in fires involving electricity.

7. First Aid.

  • It is the responsibility of the Contractor to provide first aid facilities for their employees.

  • An Ambulance will be located on site when the venue is open to the public for events.

  • During the Build & Break phase, First Aid for minor injuries can be received at the Site Office

8. Actions in the event of an accident.

  • Render First Aid only if qualified to do so.

  • Seek assistance.

  • Stay with the injured party.

  • Report the accident to your Supervisor and the Site Office to be recorded.

9. Accident/Near Miss reporting.

  • Report all accidents/near misses to your Supervisor and the Site Office to be recorded.

10. Personal Protective Equipment (PPE).

  • All persons, including visitors are required to wear appropriate PPE as required.

  • Hi-Vis vests must be worn at all times when the event is not open to the public.

  • The following items of PPE are to be worn as appropriate:

    • High visibility vests

    • Hard hats

    • Steel toe cap footwear

    • Safety glasses/goggles

    • Gloves appropriate to the task

    • Ear defenders

    • Harness for riggers

    • Face masks

    • Employees reporting to site without appropriate PPE will not be admitted on site.

    • Failure to wear appropriate PPE on site will result in removal from site.

    • Contractors will be responsible for supplying & monitoring the wearing of PPE by their respective employees.

    • POD Festivals LTD will monitor the wearing of PPE by all on site

11. Competence and qualifications.

  • Only those who are currently qualified and have received appropriate training in their tasks are permitted to work at that task.

  • All employees, whose duties require them to conduct manual handling tasks, are required to have undergone a manual handling training course in the previous 3 years.

12. Manual Handling

To minimise the risk of injury from lifting and carrying, please keep in mind that there is a difference between what one can lift and what they can lift safely. The following principles may help:

  • Plan the lift: How heavy is the item? Are you wearing appropriate footwear? Can you clear obstructions between the object now and there you are putting it down? Will it be safer to lift with another person?

  • Adopt a stable position: Feet apart, well balanced

  • Starting the lift well: Get a good grip on the object, lift with your legs, do not use your back as a lever. Move smoothly, avoid quickly moving the object. Place the object down on another surface if needed before you are upright.

  • Carrying the object: Avoid twisting your back, keep the load close to the waist with the heavier side towards you. Keep your head up and look for anything that may be in your way or another surface to put the object down on if needed.

  • Setting the object down: Continue to keep the object close to the waist to avoid overstretching, lower the object down with your legs rather than by leaning with your back.

13. Work at Height

Safety, Health & Welfare at Work (General Application) Regulations 2007 set out controls to manage the risk of persons or materials falling from a height. These include preventative measures and good practice to minimise the risk to you and those around you.

  • Do you need to work at height? Can the work take place at ground level? If not, then:

  • Is there a safe means of access and appropriate fall protection available?

  • Make a visual check of our equipment and platform before use. This includes toe boards being in place, no dangerous gaps in the platform and correct guardrails in place (Will it hold your weight?)

  • Take special care of yourself & your materials when on a sloped surface at height as the slope increases the risk of a fall?

  • Harnesses must be used when working above head height and securely fastened to a fixing point at all times.

  • When working at height, or in a hard hat area or when there is work at height going on above you, you must wear a hard hat.

Working at Height - Please Note

  • During the build and break phase, event suppliers/Contractors will need to submit a weekly GA3 form when working at height

  • This form may be used to assist in compliance with the Safety Health and Welfare at Work (General Application) Regulations 2007 Regulation 119 – Inspection of Work Equipment in relation to scaffolds, guard-rails, toe-boards, barriers or similar means of protection, fixed and mobile working platforms, nets, airbags or other collective safeguards for arresting falls, personal fall protection systems, work positioning systems, rope access and positioning techniques, fall arrest systems, work restraint systems and ladders.

14. Portable Appliances and Power Tools

Under the Safety, Health & Welfare at Work (General Applications) Regulations 2007, all work equipment including Power Tools are required to be:

  • Fit for purpose

  • In good repair

  • Operated by a competent person with appropriate PPE

  • Suitable protected & guarded, meaning it is inherently safe to use.

  • Key managers shall ensure that all activities within their section are properly planned and those working with power tools are doing so safely.

  • All portable appliances must be PAT tested to ensure they are safe to use.

  • Any person using a chainsaw will wear appropriate protective clothing, notably ballistic trousers to EN381, boots, face & hearing protection and jacket.

15. Duties of employees.

  • Take reasonable care for your own safety and the safety of others who may be affected by your acts or omissions.

  • Co-operate with your employer.

  • Use PPE

  • Report any defects/hazards that you become aware of to your Superior.

  • You must not interfere or misuse anything provided for safety, health or welfare.

  • Ensure you are not under the influence of an intoxicant (drink/drugs) to such an extent that you are in such a state as to endanger your own safety or that of any other person.

16. Welfare.

  • The Site Manager/Safety Officer will inform Contractors on toilet provisions on site.

  • Wear appropriate clothing / protection for the weather.

  • Please inform your manager if you are leaving site, even if only for lunch

  • Inform your manager if you feel unwell on site or if tiredness is affecting your safety or the safety of those around you.

  • If you are going to be working alone, tell a colleague where you will be, for how long and bring a means of communication with you. Do not engage in high-risk work by yourself.

  • No children permitted on site.

17.Traffic and Parking

  • No vehicles are allowed within the site compound, with the exception of delivery trucks and plant machinery.

  • Any vehicles within the Site Compound are restricted to Trackway routes. Driving on the grass will not be tolerated.

  • Enter the site via the designated Site entrance.

  • The speed limit on site is 10 KPH.

  • There is no Staff Parking at RHK on Show Days. Very limited paid parking is available in the IMMA Carpark on non-show days.

18. Behaviour on Site.

  • Offensive behaviour by any party will not be tolerated by POD Festivals LTD

  • Offensive behaviour includes: All behaviour and language that reinforces inappropriate, demeaning or discriminatory attitudes or assumptions about persons based on age, race, sex, disability, sexual orientation, gender status or marital status, and behaviour such as whistling, unsolicited remarks of a sexual or derogatory nature and swearing.

  • Abuse & aggressive behaviour will not be tolerated and will result in your removal from the site.

19. Gas & Generators

  • No petrol Generators permitted on site.

  • You must inform the site office in advance if planning to use or store LPG anywhere on grounds of RHK .

20. Housekeeping

General site-wide conduct applied to all workers on site, whether on or off duty.

  • You must note that areas outside the perimeter fence line of the event site (known as the meadows) and within the grounds of Royal Hospital Kilmainham (RHK) are open to the public and not under the control of the event promoter. Normal RHK rules will apply in these areas and use of extreme caution is required in any public areas.

  • You must work according to the procedures set out in your Company Risk Assessment & Method Statement

  • Please keep your work & recreation areas clean & tidy, in good condition for your colleagues. Minimise the risk of slip & trip hazards

  • Dispose of all waste in the appropriate recycling bins

21. POD Buggy Terms & Conditions

Please read these terms and conditions carefully.

  • There are some new requirements for all buggy drivers that MUST be adhered to.

  • All buggy drivers must complete a 5–10-minute induction on collection of your buggy

  • A valid driving license of the designated buggy driver must be shown at the Site Office before receiving the keys to a buggy.

  • Buggies will not be issued until the driver has completed this induction process

  • Buggies must be driven carefully and obey the site speed limit of 10km/h (a brisk walking pace)

  • ONLY REGISTERED BUGGY DRIVERS are permitted to drive a buggy on-site. You must not loan out your buggy to other organisations or non-registered buggy drivers.

  • Speed must be reduced in wet weather

  • Buggies can carry 1 driver and the approved number of passengers only

  • Do not carry persons in another other position than a designated passenger seat

  • Mobile phones or two way radios are not to be used by the driver while the vehicle is in motion

  • When buses or large vehicles are reversing on site, please take care and allow them to complete their manoeuvre. This is for your safety as they may not see you.

  • Buggies that are reported to break the rules on site WILL BE CONFISCATED

  • Buggies will be confiscated if the driver has not completed the correct induction process

  • In the event of an accident, if you have not complied with the above, then you and your organisation will be fully liable.

SUSTAINABILITY POLICY
STAFF, CREW, CONTRACTORS & VOLUNTEERS

All staff, crew, contractors, and volunteers are asked to comply with the following sustainability policies whilst onsite.

This applies to all phases of the event - Build, Show Days & Break.

  • Pod operates a strict Leave No Trace policy onsite. You are responsible for keeping your campsite and allocated area clean and rubbish free at all times.  Please do not litter onsite. If you see rubbish on the ground, lead by example and pick it up. Fines will apply for rubbish left behind.

  • Do not throw cigarette butts on the ground. Please bring a pocket ashtray with you to the event if you smoke. We ask that you gather your used cigarette butts and dispose of them in the bins provided. Cigarettes leach toxic chemicals into the soil and local water supplies if thrown on the ground. 

  • Please bring a Reusable Water Bottle and Reusable Coffee Cup with you. There will be multiple drinking water stations onsite, across the site for you to refill your bottle easily. We will not be providing bottled water for staff. We will have a canned water solution should anyone need water, but we highly encourage all staff to bring a reusable water bottle onsite.

  • Single-use plastic bottles will not be available for sale or provided by POD. All traders and bars will sell only canned soft drinks & canned water options.

  • Any vendors onsite serving or selling food or beverages, must use fully compostable serve ware. Compostable serve ware must be certified EN13432 to be disposed of correctly downstream.

  • Take your belongings home. Whatever equipment or personal belongings you bring with you to the event, please remember to take it home with you.

  • Follow the signage and separate your waste and use the bins correctly. Recycle where possible, and if in doubt, ask!

  • Please travel responsibly to the event. Carpool where possible or take public transport. Reach out to your team and see where you can join the dots and offer a lift.

RHK PARKING NOTICE

Non show days

Vehicles in the car park are required to Pay & Display. Parking is subject to availability. Clamping will be in operation.

Show days

Vehicle access through the east gate with vehicle pass only. This will be for essential pre-approved working vehicles only. Nearby parking is available at Heuston Station.
